Mr. Meyer has over 24 years DOD leadership experience in program management, systems acquisition, analysis of alternatives, and business case analysis. This includes supporting various DOD Communications Systems and IT projects with requirements analysis, design, test, implementation, and technical documentation. Mr. Meyer has been leading analyses and developing capability documentation within the Joint Capabilities Integration and Development System (JCIDS) for large Navy and Joint acquisition programs including support for the Navy Planning, Programming, Budgeting, and Execution (PPBE) process. Mr. Meyer’s experience includes leading the PMW 790 Network Operations Center (NOC) Efficiencies project, Navy Shore Tactical Assured Command and Control (STACC), United States Naval Observatory (USNO), Military Sealift Command (MSC), Deployable Joint Command and Control (DJC2), Joint Information Environment (JIE), Naval Networking Environment (NNE), DOD Teleport, Consolidated Afloat Networking Enterprise Services (CANES), Multinational Information Sharing (MNIS), Marine Corps Enterprise IT Services (MCEITS), Marine Corps Air Ground Task Force (MAGTF) Logistics Command and Control (C2), and Navy/Joint SATCOM initiatives and programs. He holds a BA in Accounting from the University of Cincinnati and an MBA from the University of Maryland University College (UMUC). Mr. Meyer began his career as a Marine Corps Officer with occupational specialties in Infantry and Supply. Mr. Meyer is a certified Project Management Professional (PMP) from the Project Management Institute (PMI).
Brian Geary
CFO, COOMr. Geary has 16 years of programmatic, analysis and business operations experience in both commercial and public sector organizations. Prior to joining Pivotal Insight, Mr. Geary was the Business Operations Manager for the Strategic Management Division of a Fortune 500 Company. Also in this role, he provided Program Management and consulting support to several Department of the Navy organizations in the areas of strategic management, decision support and analytic tool development, performance measurement and economic analysis regarding acquisition strategies for multi-million dollar investment decisions. Mr. Geary has a diverse background with experience in project management, financial & cost analysis, modeling, strategic planning, performance measurement, process development, IT and technology planning, and Earned Value Management (EVM). Mr. Geary started his career as a Navy Officer and nuclear engineer serving on a fast attack submarine. He holds a BS in Physics from Allegheny College and a MS in Technology Management from the University of Maryland. Mr. Geary is also a certified Project Management Professional (PMP) from the Project Management Institute.
David Cooke

Mr. Cooke, the Founder and President of Pivotal Insight, has an MBA and over 20 years of experience improving organizational performance. He has a diversified background with both public and commercial consulting experience in strategic planning, performance management, and business process reengineering (BPR). Prior to founding Pivotal Insight, Mr. Cooke held positions in both commercial (e.g. American Management Systems, and Booz, Allen & Hamilton) and government (e.g. DoD and USAID) organizations. Additionally, Mr. Cooke has extensive experience designing and implementing information technology solutions in both the public and private sectors with certifications from the University of Maryland, Quisic, and Oracle. Mr. Cooke is frequently referenced in publications and regularly speaks on emerging trends in the public sectors. This including presenting a study on Performance Measurement in Defense Acquisitions at Naval Postgraduate School Graduate School of Business & Public Policy Annual Acquisition Research Symposium. He also previously served as President of the American Society of Public Administration’s National Capital Area Chapter (NCAC/ASPA). Mr. Cooke received a B.S. degree in Economics and a B.A. degree in Political Science from Clemson University and a M.B.A. degree in Business Economics and Public Policy from the George Washington University.
